Edit the "environment.cfg" file in the game folder and add the following line to the file:
CON_ENABLE=1
Next start a game and press ~. Then, enter one of the following codes:
All items: cmd giveall
No clipping mode: cmd noclip
Enable cheat menu: cg_menu cheatmenu
