Complete a chapter on the Normal difficulty setting. Thus you will unlock the ability to reply any mission from that chapter on the Hard difficulty setting. Then, press LB and RB and you will be able to toggle between chapters. Press X to toggle between the Normal and Hard difficulty setting.
